Transport Secretary Justine Greening and Heathrow CEO Colin Matthews attend the topping out ceremony for Heathrow’s Terminal 2 which was eventually opened by the Queen in 2014. The topping-out takes place at a mid point during construction – at a stage where the external shell is watertight but before the extensive fitting-out process is completed.
